The City Council has officially approved One45, a 1,000-unit housing development at West 145th Street and Lenox Avenue in Harlem, marking a major win for developer Bruce Teitelbaum after years of political hurdles. Of the 1,000 units, 338 will be permanently affordable, and one of the three planned buildings will consist entirely of affordable senior housing.
Originally derailed in 2022 after local Council member Kristin Richardson Jordan opposed the plan, the project stalled until a political shift brought Yusef Salaam into office. Teitelbaum returned with a revised plan that ultimately won approval, following years of public controversy — including a brief stint where the site was converted into a truck depot in protest.
The final deal includes oversight by Harlem Congregations for Community Improvement, which will monitor community benefit commitments. While earlier versions of the project promised up to 591 affordable units, those plans were contingent on public subsidies that never materialized.
The project moves forward as New York City pushes for broader rezonings under the Adams administration’s “Manhattan Plan,” aiming to add 100,000 new units citywide over the next decade.
