Bally’s has hit a major setback in its bid for a New York City casino license after the City Council voted overwhelmingly against a zoning change that would have enabled a $4 billion casino and hotel resort in the Bronx. The proposed 3 million-square-foot development — featuring a 500,000-square-foot casino, 500-room hotel, and 2,000-seat event center — was to be built on part of the Bally’s Golf Links at Ferry Point property, formerly Trump Golf Links.
The 29-9 vote, led by Bronx Councilwoman Kristy Marmorato, reflects strong local opposition to repurposing parkland for commercial development. Bally’s has not indicated whether it will challenge the decision or attempt an alternate route forward. Without the rezoning, the project likely cannot proceed, significantly reducing Bally’s chances of securing one of the state’s three downstate gaming licenses.
The Bronx plan was touted as a “once-in-a-generation” opportunity to transform a former landfill into the borough’s largest private development, projected to generate $1.2 billion in annual economic impact. Bally’s acquisition of the Trump-linked site was contingent on obtaining a license, reportedly involving a $115 million payment to the Trump Organization.
With Bally’s now out, seven contenders remain in the race, including bids in Times Square, Hudson Yards, Queens, Coney Island, and Yonkers. The final decision by the state’s Gaming Facility Location Board is expected by December 1, 2025.
