In a major step toward addressing New York City’s housing crisis, the Adams administration has selected Cirrus Workforce Housing and LCOR to redevelop the long-defunct Flushing Airport in College Point, Queens. The 80-acre site will be transformed into a new residential community with 3,000 units of workforce housing, 60 acres of public space, and potentially a new NYPD station. The project will also preserve surrounding wetlands and incorporate walking trails to enhance public access.
Mayor Eric Adams announced the project as part of his administration’s push to unlock housing potential on underutilized city-owned land. During the announcement, Adams emphasized that holding onto inactive land while residents face a housing shortage is no longer viable. Council member Vickie Paladino, who previously raised concerns about the site's flood risks, appeared at the event but refrained from commenting.
The development adds to Cirrus’ growing presence in the city’s workforce housing space, backed by hundreds of millions in union pension fund investments. The firm recently partnered with Resorts World Casino to support 50,000 workforce housing units over 20 years. LCOR and Cirrus are also in contention for the final phase of Brooklyn's Pacific Park megadevelopment.
Union labor is a key component of the Flushing project, and officials from multiple construction unions were present at the announcement. Gary LaBarbera of the Building and Construction Trades Council called the model “scalable,” citing it as a potential blueprint for future developments that align housing affordability with union-backed financing and labor.
