In one of New York City’s largest-ever housing court rulings, Bronx landlord Karan Singh has been fined $10.14 million for allowing Fordham Towers, a 15-story building on East 188th Street, to deteriorate into hazardous conditions. The Department of Housing Preservation and Development (HPD) brought the case, citing numerous failures to provide heat and hot water, and accusing Singh and his partners of retaliating against tenants who reported violations.
The building currently has 540 open HPD violations, 145 of which are classified as “immediately hazardous.” These include broken locks, defective fire safety doors, mold growth, and infestations of rats, mice, and roaches. According to court documents, Singh frequently neglected repairs and falsely claimed that issues had been resolved.
Singh’s name appeared as number 17 on NYC Public Advocate Jumaane Williams’ 2023 Worst Landlord Watchlist, highlighting ongoing concerns around tenant safety and landlord accountability. The steep penalty sends a strong message as the city intensifies its scrutiny of negligent property owners.
This ruling comes just months after another Bronx landlord faced foreclosure from the city for similar neglect, underscoring a broader push to hold landlords responsible for unsafe housing across New York.
